Any time China is involved in Philippine projects, those projects should be cancelled. Furthermore, Chinese labor force should not be allowed in as many of them disappear to become illegal aliens. That's the only answer to address metro manila water shortages and it's increasing every year. makabayan bloc and haribon are part of cpp npa ndf a declared terorist group but unfortunately they got entered in government because of 1987 constitution. the only goal of this group is to overthrow the govt that's why they always use that issue and pretending they are the savior of indigenous people. but actually govt already have a Good plan for their sake. PBBM administration should have a political will just like Duterte to address the long time problem.

Haribon Foundation is considered a Leftist Organization under the National Democratic Front of the Communist Party of the Philippines. That Area of the Sierra Madre Mountain Range in Northern part of Quezon Province is heavily infested by Communist Insurgents terrorizing the local communities while recruiting Indigenous Peoples thru Subversive Coercive and Deceptive Manipulation. Most of them are into Criminal Activities which funding their Insurgent Terrorism to many Local Government Units in that mostly Rural and Remote Areas.
It is sad that despite the numerous efforts from various groups to protect the ancestral domains against the monumental Kaliwa Dam project, the proponents nevertheless found a means to get the Indigenous People living in the area to agree without proper representation.
